Antisocial behaviour (ASB) is a persistent problem in many communities, affecting the quality of life for countless individuals. It encompasses a wide range of actions, from aggressive or noisy behaviour to neighbourhood disturbances involving drugs, abandoned cars, or animals.
Antisocial behaviour is defined by UK law as ‘behaviour by a person which causes, or is likely to cause, harassment, alarm or distress to persons not of the same household as the person. (Antisocial Behaviour Act 2003 and Police Reform and Social Responsibility Act 2011). This can manifest in various ways, including:
• Personal ASB: Targeting specific individuals or groups.
• Nuisance ASB: Causing trouble, annoyance, or suffering to a community.
• Environmental ASB: Actions that affect the wider environment, such as public spaces or buildings.
Examples of antisocial behaviour range from abandoned vehicles and noise disturbances to littering, trespassing, and even street drinking. These behaviours not only disrupt daily life but can also lead to a deterioration in the sense of safety and community well-being.
The UK government has implemented a comprehensive action plan to combat antisocial behaviour, emphasising that it is not merely a nuisance but a serious issue that can erode community trust and quality of life. The plan focuses on three key areas:
1. Urgency in response: Introducing hotspot policing in the worst-affected areas and rolling out an ‘Immediate Justice’ service to ensure that perpetrators swiftly repair the damage they’ve caused.
2. Zero-tolerance approach: Cracking down on illegal drugs and introducing tougher laws to make it easier to evict persistently disruptive tenants.
3. Empowering communities: Providing the police and local agencies with the tools they need, including higher fines for littering and graffiti, and investing in positive activities for young people in affected areas.
This action plan, supported by significant funding, aims to restore pride in communities by ensuring that antisocial behaviour is dealt with promptly and effectively.

It’s important to note that while All About People is here to support communities through mediation and conflict management, our work is not a replacement for the vital role of the police in dealing with antisocial behaviour. If you’ve witnessed antisocial behaviour, it’s crucial to report it to your local police. The police have the authority and resources to take immediate action, particularly in situations where the behaviour is severe or poses a threat to safety.
